The Department of Elementary and Secondary Education identifies a student group called “high need” to help districts track student populations that may need additional support or programming. The high need student group includes students in special education, English Learners, or students with a low income designation, without double counting students who belong to more than one of these groups.
In WPS, our total high need population has hovered around 50% over the last 10 years, however, the make up of that group has shifted over time to include more students from families that have a low income designation, and more multi-lingual students.
