Before School Program:
The Before School Program is available at the Cunniff, Hosmer, and Lowell Elementary Schools and runs from 7:15 AM to 8:05 AM daily. This program is offered to children in kindergarten through Grade 5. It provides quiet activities, games, and crafts.
2023-2024 School Year Before School Program

New student registration for the 2023-2024 Before School and Extended Day Programs for incoming grade K-5 students will open at 8:30 AM on Thursday, June 1, 2023. The initial registration period runs from 8:30 AM on June 1, 2023, through 11:59 PM on Sunday, June 25, 2023. There will be a lottery for enrollment. How to Make a Payment for the Before School and/or Extended Day Programs
What form of payment is accepted?
- Online Payment via eCheck (electronic check) or via credit and debit card - *NEW* Payment Option as of October 25, 2022
- Payment via check or money order
Where and how to make online payments:
- Online payments can be made via the City Hall Systems payment platform. Payment can be made via eCheck (electronic check) or via credit and debit card. Please note there is a convenience fee charged for online payments. The fee for eChecks is $0.50 per transaction and the fee for credit and debit cards is 2.95% (minimum fee is $1.00) per transaction.

Registration and Enrollment Information for the 2022-2023 Before School Programs
Is there space to enroll my student in The Before School Program for the 2022-2023 school year?
- As of April 27, 2023, The Before School Program at the Cunniff, Hosmer, and Lowell Elementary Schools has limited enrollment availability. Please reach out to Debi Cornelius at [email protected] with inquiries regarding space availability in this program.
How can I add my student to the waitlist for The Before School Program for the 2022-2023 school year?
- If you would like to add your student to the waitlist you must register them AND pay the registration fee.
- To register your student, please click on the school-specific registration link below. Once you submit your online registration form you will receive an email from the email address “Google Forms” with a copy of your registration form. Please check this for accuracy. If you notice errors in your registration form, please submit a new corrected registration form. We will honor your most recent registration form and discard any older, prior registration forms received. Sometimes the email from “Google Forms” can go to your junk or spam folders, please make sure to check these.
- To activate your student's registration there is a one-time, non-refundable, per-student registration fee of $100.00. Your student's registration is not considered complete until the registration fee is received. You can submit your registration fee payment via check or money order made payable to "City of Watertown" with your student's full name and the code "EXT DAY REG FEE" written in the memo line. You can drop your registration payment off in the payment drop-off box located in the Phillips Administration Building parking lot. You can find this parking lot by entering 31 Marshall Street into your GPS. The payment drop-off box is black and located next to the stairs leading into the building from the parking lot. - Once your online registration form and registration fee have been received, you will receive an email within 5 school days of receiving both your form and fee, confirming your student has been added as an active student on the program waitlist. If and when a space becomes available, we will reach out to you via email to the email address(es) you provided on your registration form to offer you a space. Please make sure the email address(es) you provide are ones that you check regularly as space offers are time-sensitive.
- Please note that there is no guarantee that a space will become available for your student in the program. If you are not offered a space in our program this year, this fee would show as paid for future years if you wish to register your student for our program.
